Obtaining these permits typically requires the lead agency to implement the <b>Least Environmentally Damaging Practicable Alternative (LEDPA)</b> to comply with federal, state, and local environmental laws that are ancillary to NEPA.  In some instances, the result of NEPA analysis leads to abandonment or cancellation of the proposed action, particularly when the "No Action" alternative ends up being the LEDPA.</p>
