<p>In May 1952, Alex Lester was loaned from <a href="page.php?w=Bell_Canada">Bell Canada</a> to the Electronics Division of the DDP to coordinate the military's communications developments with Bell. He soon learned of the problems with the Pinetree Line's communications, and approached <a href="page.php?w=Thomas_Wardrope_Eadie">Thomas Wardrope Eadie</a>, then Vice President of Operations at Bell, with the idea that Bell would offer to take on construction management of the line.
