House of Lords election under the old rules. The number of ordinary Lords Spiritual would have dropped to 12 for the second transitional period, with the selection limited to those who served as ordinary Lords Spiritual at the end of the first transitional period.

Ministerial members

The bill preserved the ability of Prime Ministers to appoint people to the House of Lords to serve as ministers. This ability was limited by setting a cap of eight such appointments, to be called ministerial members. The bill provided that such members
