As such, Gurr differentiates between three types of political violence:
# Turmoil when only the mass population encounters relative deprivation;
# Conspiracy when the population - but especially the élite - encounters relative deprivation;
# Internal War, which includes revolution. In this case, the degree of organization is much higher than with turmoil, and the revolution intrinsically spreads to all sections of society, unlike in a conspiracy.
