For this reason, the Mishnah is arranged topically, by orders and tractates, rather than as a running commentary on Scripture. By contrast, the tannaitic halakhic midrashim organize legal material according to the sequence of biblical verses and present many laws as arising from scriptural interpretation, although the distinction between the two genres is not absolute.
