the House of Lords could no longer veto Bills passed by the Commons, but only delay them for up to two years. British Prime Minister H. H. Asquith introduced the Third Home Rule Bill in April 1912 (received Royal assent on 18 September 1914). An amendment to the Bill was introduced calling for the partition of Ireland. In June 1912 Asquith spoke in Parliament rejecting the suggestion of partition:
