<p>There are two traditional theories used to indicate how a sovereign state comes into being. The <a href="page.php?w=declarative_theory">declarative theory</a> (codified in the 1933 <a href="page.php?w=Montevideo_Convention">Montevideo Convention</a>) defines a state as a <a href="page.php?w=public_international_law">person in international law</a> if it meets the following criteria:</p>
