<p>Both proposals were rejected by the GWR Board of Directors. The LMS eventually succeeded in gaining access to the design by recruiting <a href="page.php?w=William_Stanier">William Stanier</a>, the GWR's Works Manager at its Swindon Works to become the new <a href="page.php?w=Chief_Mechanical_Engineer">Chief Mechanical Engineer</a> for the LMS.</p>
