Defoe was amazed that a man as gifted as Harley left vital state papers lying in the open, and warned that he was almost inviting an unscrupulous clerk to commit treason; his warnings were fully justified by the <a href="page.php?w=William_Gregg_%28clerk_and_spy%29">William Gregg</a> affair.</p>
