<p>The constitution also established two "routes" to accede to autonomy. The "fast route" or "fast track", also called the "exception", was established in article 151, and was implicitly reserved for the three "historical nationalities"--<a href="page.php?w=Catalonia">Catalonia</a>,</p><p>
