The borough was formally incorporated under a subsequent charter from Elizabeth I in 1589, establishing a governing body led by a mayor.

The borough boundary initially covered the parish of Truro St Mary and parts of the neighbouring parishes of St Clement and Kenwyn, including Kenwyn village. In 1832, the constituency was enlarged
