It was first developed in 1996 at <a href="page.php?w=DEF_CON">DEF CON</a>, the largest cybersecurity conference in the United States which is hosted annually in <a href="page.php?w=Las_Vegas">Las Vegas</a>, Nevada. The conference hosts a weekend of cybersecurity competitions, including their flagship CTF.</p>
