From 1924 to 1927, he was head of the propaganda department of Comintern. He was a member of the Central Control Commission of the Communist Party of the Soviet Union; from 1927 to 1928, he was deputy head of the propaganda department of the Communist Party of the Soviet Union. From 1928 to 1930, he was deputy director of the Marx-Engels Institute.
