Early life

Howard was born on 29 November 1922 in Brompton, London, the youngest son of Geoffrey Howard and Edith . His mother was the daughter of Jewish immigrants from Germany, who later converted to Christianity. His father was the chairman of a manufacturing company. Howard was educated at Wellington College and Christ Church, Oxford.
