<p><big> Genesis </big></p>
<p>Naval policy in the Netherlands was originally decentralized. Each port area would fit out fleets to combat pirates and other threats to navigation paid for by the local merchants.  The title of Admiral (from the Arab emir al-bahr), for naval commanders of ships which protected commercial convoys against piracy, already existed temporarily in the different parts</p><p>
