St. Petersburg. As the historical center has been a World Heritage Site since 1990, the World Heritage Committee opposed the construction of the 400-meter tower as it would affect the cityscape of historic Saint Petersburg. In December 2006 UNESCO World Heritage Centre Director Francesco Bandarin
