Since the Municipal Code provides a standard way for citizens to incorporate a new city or village, but not a town, incorporated towns are far less common than <a href="page.php?w=city">city</a> and <a href="page.php?w=Village_%28United_States%29">village</a> municipalities in Illinois.</p>
