In 1952, he moved from the University of Chicago and presided and developed the newly formed Sociology Department at the University of California, Berkeley. During World War II, he had a role as an arbitrator for the national steel industry, eventually becoming the chairman of the Board of Arbitration from 1945 until 1947. Blumer was appointed the first chair of the Department of Sociology at the University
