Upon Frederick's death in 1903, the paper was purchased by the newspaper magnate Lord Northcliffe. In 1911, William Waldorf Astor was approached by James Louis Garvin, the editor of The Observer, about purchasing the newspaper from Northcliffe. Northcliffe and Garvin had a disagreement over the issue of Imperial Preference, and Northcliffe had given Garvin the option
