. Theobald encouraged the immigration of settlers and merchants, leading to the development of the sparsely populated countryside and the growth of towns. Theobald did homage for Troyes to Duke Odo II of Burgundy; for Blois and Meaux he may have done homage to King Louis VII of France; and for smaller holdings to the archbishop of Reims and the bishop of Langres.
