Benbow expressed impatience with the progress of the Reform Bill and called for armed resistance against the government.

In January 1832, Benbow published a pamphlet titled Grand National Holiday and Congress of the Productive Classes, in which he outlined his proposals for a general strike. Benbow called for workers themselves to declare a month-long "holiday", which would be financially supported first by workers' savings and then by exacting "contributions"
