<p><big>Etymology</big></p>
<p>In a speech to the electorate at Bristol in 1774, <a href="page.php?w=Edmund_Burke">Edmund Burke</a> described the <a href="page.php?w=Parliament_of_Great_Britain">British Parliament</a> as a "deliberative assembly", and the expression became the basic term for a body of persons meeting to discuss and determine common action.
