<p>In England, a  <b>unitary authority</b> or <b>unitary council</b> is a type of <a href="page.php?w=Local_government_in_England">local authority</a> in which local government functions have been combined into a single local authority. Elsewhere in England, a <a href="page.php?w=Two-tier_local_government_in_England">two-tier system of local government</a> is still used, where local government responsibilities are shared between county councils and district councils.</p>
